NFL doesn't want games to exceed time limits...hurts the local affiliate, delays previously-scheduled non-NFL shows. $$$ are first with the NFL... They went ape a couple of years ago after NE mugged IND, but found out that their reactionary over-emphasis on pass interference made the clock unduly tick.
