Also seeing the Hook and ladder play again, you can see Shakir takes a late hit well out of bounds that should have been another 15 yard penalty tacked on. Even Shakir reacts to the hit as if he is looking for a flag as he is well out of bounds when it happens. Does the lack of an official also affect that call?

He steps out of bounds and his hit on the sidelines by the Texans defender. But its too quick for the officials to see. Look at the screen grab from the video. Its a millisecond before the hit and he is already out of bounds by a yard  and leaping out.

I was wondering how they administer the play clock on the field?

 

Does the ref behind the QB literally count down out loud? If not, how does the offense have any idea when it runs out?

 

Or is it"we'll administer it on the field" meaning just don't worry about it unless it's egregious?
