Your claim that the reserves are not low by any historical standard despite being at their lowest level in 40 years is correct. Your claim that they only started calling it the PSR out Cold War fear mongering is correct. The very idea that the PSR is nothing more than semantics is correct. But from its peak the SPR was reduced by more than 30 million barrels by the end of Obama’s first term. From the reliable mainstream media organization known as ABC: Biden significantly drained the Strategic Petroleum Reserve in 2022 following Russia’s invasion of Ukraine, dropping the stockpile to its lowest level since the 1980s.
