The Bills will have plenty of cap room in 2020 and beyond. They can easily re-sign their own if they are successful the rest of 2019.

The PI penalty review will be one and done. No team will be in favor of it returning for 2020. Not one.

I'd be surprised if the Bills gave up draft assets for damaged players this year. They can get the brass ring with what they have and they can keep all their draft assets for 2020, which is a strong draft class.
