Undoubtedly they will wait until the last possible moment, risking training camp time. Why not sign them early and set the bar rather than wait until the bar is set to determine the price. This is their MO every year and I don't understand the logic. The rookies will not work for you unless they are signed and there is nothing more devastating to first year Pros than missing time at training camp. "Great" question.....if you don't follow the Buffalo Bills on a regular basis, that is. Gee, why don't the Bills set the bar on signing rookies? Let me count the reasons: 1) They complain about how small their "small market" is on a regular basis. 2) They use "cash to the cap" budgeting when siging free agents. 3) They have sold regular season games to another city in another country, just to "survive" in today's NFL. 4) They charge the least amount of money for tickets in the NFL, by about 20% average. 5) They have zero PSL's to earn extra money from, because they know Bills' fans cannot afford them. For the higher picks, they want the teams around them in draft to sign first, and let them set the market. Then they use those values to set how much to pay. The dont have enough influence on the agents to set the market themselves, and are afraid they will overpay or look bad if they try to themselves. Not sure why they wait on the lower picks however. They do have to release people to make room on roster, so understand why they would wait till after OTA's by a few weeks. That gives time to get a good handle on who they think has chance to make team first, but they usually wait way longer than that. The whole cash to cap thing doesnt explain waiting longer, as they end up paying basically same salary as would have if signed earlier. Nothing to do with the question, but it take out the rich owners, about half the teams pay less then cap for thier salaries and follow same basic principals as the bills, they just arent as open about it. Bills dont have the luxury of playing in a place that people want to live, or having a team that players are wanting to play for over others, so think they blame that for the free agents choosing more desirable teams over the Bills. I didn't know we had any rookies in danger of missing camp. The bar is already set. There is a rookie cap and teams have only so much money for draft picks. The Bills just about always get all of their guys in for TC with contracts. A lot of teams move slowly on contracts after the draft. It's really nothing to worry about.
