Then have 16 neutral games.   So every team has one.   That game should be afc vs nfc.  The "home" team switches every year.    Since you have a games that are far away you need 2 bye weeks.  If you go to Australia you get a bye before and after.  Get rid of one of the pre season games.    Yeah I know owners will hate this.  Goodell does not care about fair so this would never happen.
