No I understand that, but I'm saying from his policy positions the number has never been more than 20-25% overall. So I don't think it'd be that drastic, for reasons beyond the bills, but at this point I wouldn't mind anything that might force a nice shakeup in mgmt

I'm not sure where the 35-45% number comes from. It will be more like 20-25% I would imagine, although even then that might be enough for what you're wondering to happen.
