Bill Polian and others would disagree. In a perfect world, Polian's rule of thumb for starting a team from scratch is:

 

1.) QB - most important position

2.) DE - to pressure the other team's most important position

3.) LT - to protect your most important position

4.) WR - to give your most important position a reliable "go to" option

5.) CB - to force your most important position to prefer an option other than his "go to"

6.) RB - to take pressure off your most important position

 

In the early 90s when Polian first mentioned this, CB wasn't even listed and RB was his number 4 position ahead of receiver. This really speaks to the evolution of the game.

 

What we all need to remember is that building a team is not a linear process. You don't start with 1 and progressively go through positions in order.
