It's based on data from the Congressional Budget Office and the Center on Budget and Policy Priorities. Its significance is not partisan (who's "to blame" for the deficit) but intellectual.

Hysterical that a chart designed (in both form and data) for no other purpose than to provide a 'who's to blame, and it's not Obama!' needs to include this statement. I guess it helps to enforce the message for morons like Norfolk Dave if you tell them what to think instead of letting them draw their own conclusions.
