The league had hoped to put an expansion team there in 2002, but the franchise went to Houston after civic leaders and potential ownership groups could not agree on a stadium site. "I think there has been a misunderstanding in the past that we have to be in Los Angeles. I think we've proven that we don't have to be in Los Angeles. Los Angeles is a wonderful community. It's got great sports fans. It's got great football fans. It's got great NFL fans. We want to be back there.
