The Bills, by their actions last weekend and adding Moore, believe a five-headed receiving group of Khalil Shakir (he’s my No. 1), Joshua Palmer (he’s my No. 2), Keon Coleman (he’s my No. 3), Curtis Samuel (he’s my No. 4) and Moore (he’s my No. 5) are more than adequate. They are taking a big-time risk that is on the cusp of a gamble. They know what they’ll get from Shakir. They should have a better idea on how to use Samuel. They should be intrigued by Palmer’s downfield speed. That leaves Coleman, who remains in The Great Unknown portion of his career.
