'Webb has spent the past three seasons in Carolina after four years with Minnesota. He’s listed as a quarterback, but he’s been a jack of all trades in the NFL playing wide receiver, defensive back, and special teams.'
'The Taylor concussion situation remains cloudy, no pun intended, and it is further complicated by the fact that third-stringer T.J. Yates remains in concussion protocol as well. Thus, if Peterman starts, the Bills needed a backup and that man is going to be 30-year-old veteran Joe Webb who was signed Monday morning.'
'The Buffalo Bills made a surprising move in releasing second-year running back Jonathan Williams on Sunday afternoon. On Monday, no other NFL team claimed Williams and he is now a free agent, according to NFL Network's Ian Rapoport.'
'In 38 coverage snaps, Gaines was targeted just five times this preseason, and it's easy to see why when looking at the results. He surrendered just one catch for six yards, while notching a pick and two break-ups. Quarterbacks had a rating of 0.0 when challenging his coverage in August.'
'"Just in observing him this morning in our meetings and our walk through, he's very engaged," Frazier said. "Really into it. I think he's looking forward to having a big week of practice and playing well for us on Sunday. All indications based on today's meetings and walk throughs were all positive. He was the only quarterback in the NFL to regularly contribute on special teams as anything besides a holder.'
'Webb has been unique in the league as the only quarterback who plays on special teams. Webb played 16 snaps with the Carolina offense and was on the field for 260 special-teams plays last season.'
'"He is ready," McDermott said. "When you look at what he's done throughout the preseason, I'm confident, and we're extremely confident in Nathan. I expect that he's only going to continue to get better."'

'2017 will be a success if: Real progress is shown by the team under the new front office. Buffalo has had a sometimes head-scratching off-season, stockpiling draft picks while simultaneously causing panic with questionable trades, signings and cuts. If no true direction is obvious come season’s end, how is this regime any different than the rest?'
'"It's very easy, I think it happens a lot quite a bit out there, when you come in and you say, 'Let's err on the side of not rocking the boat.' Well, short-term gain sometimes doesn't equal long-term success. We want to make sure we're doing both. We always do that with the team-first mentality. That comes with the territory. Our teams, we’ve been there. You guys have seen what we’ve gone through in preseason and training camp and this team is ready to adapt. That's an important characteristic of good football teams."'
'But the head coach stopped short of declaring Taylor out just yet. “With any starter, it gets to a certain point in the week where you have to say, ‘hey, you know, we’re going to have to go one way or the other,” he said. “We’ll cross that road when we come to it at this point.”'
'Webb started his career with the Minnesota Vikings in 2010 as a quarterback. He played five games that season (starting in two games), throwing for 447 yards and three interceptions. The next season, Webb started one game out of eleven played and threw for 376 yards, three touchdowns and two interceptions.'
'Vigil, Pruitt, and Pericak were added Monday morning, while the other seven players were all initially on the team's roster, but released over the weekend. All practice squad players are considered free agents and free to sign with any team at any time, but must immediately be added to that team's 53-man active roster and guaranteed three regular season game checks.'
'McDermott did add that he believes the quarterback is getting better, but with concussions, there really is no way of knowing when a step forward or a step back might occur. So for the Bills, they are preparing as though they’ll be without the starting quarterback for the time being, which means the focus now gets placed on rookie quarterback Nathan Peterman for the time being.'
'Whether you include the 2013 draft class, the fact still remains: New GM Brandon Beane and Head Coach Sean McDermott have done their best to move on from the Doug Whaley era.'

'Quarterbacks Tyrod Taylor and T.J. Yates remain in concussion protocol, but McDermott said he feels confident in QB Nathan Peterman if he is needed as a starter on Sunday. He also expressed confidence in Webb.'
'Do I think there is a chance that they hold a fire sale during the season? Sure. But the only move that signals they do not want to try to win would be shipping off Lesean McCoy. He is the best player on the team and he can win games for you (and for other teams). But if you are thinking someone is going to send you a first round draft pick for a 30 year old running back you have not be following the NFL very closely.'
'“I believe in the first year, when you look at it, you’re always looking to make sure that you get the right people on board, on the bus, and get the people that are already on board in the right seats,” said McDermott. “That’s a natural occurrence, if you will, [in] the first year at times. Some of those are tough, difficult decisions and unpopular in some ways. I recognize that. Brandon and I both recognize that, but it takes some of those decisions for us to get to where we’re trying to go.”'
'League guidelines state that a player may be considered to return to practice only after the player has returned to baseline status with rest and exertion, has repeat neurophysiological testing, which is interpreted by the team neuropsychology consultant as back to baseline levels of functioning, and has completed the Return to Participation protocol. He also must be cleared by the Team Physician and the Independent Neurological Consultant.'
'Buffalo made quick work of filling out the remaining three openings on their 10-man practice squad Monday signing G Will Pericak, TE MyCole Pruitt and LB Zach Vigil.'
