Off topic but it kinda blows my mind they have 4 TEs on the 53.  I assume one will be inactive many weeks but its such a different approach for a traditionally low leverage position.

Not really surprising to roster 4 TE. 

One of the great things about football is how strategies constantly evolve. 
For instance, one of the best, and innovative teams, the Rams, ran about 20% 13 personnel last year (331 plays).

 

Bills have their blocking TE (Hawes), receiving TE(Kincaid), and versatile TE(Knox). Latu is the backup versatile TE. 
 

As a bonus, Latu plays ST. 
 

Im thinking Latu is active for most games this year.

We finally have a set of complimentary receivers, including TEs and RBs, so I look for a lot of combination and clearing routes.

The OP is asking if our #1 slot WR will be moved to the outside and if our #4 TE who presumably barely made the team will suddenly become some kind of unleashed redzone receiving weapon (among other Qs)? 

 

Obviously Shakir has taken snaps on the boundary, and will continue to on occasion, and of course a tall TE might get a look or two on goal line plays, but...come on. Let's be reasonable. 

 

We all hope Bell will develop into something in his first contract (given his age), and he could get some run this season. I haven't heard him compared to Nacua before; I guess the RAC ability could be similar but it would still be different: Puka is a bigger, stronger dude. Bell has potential to climb the depth chart over the next two seasons. Could be a decent Z-type if all goes well. 

 

Also, it's important not to oversimplify roles and expectations, or to stuff them into neat boxes and labels. Moore will be the primary boundary WR who will see a ton of targets most weeks. Shakir will the primary slot WR who should see some volume as well, and hopefully deeper downfield than recent years. Palmer and Coleman will likely platoon on the other boundary when called for. Although if all goes to plan, the Bills offense might not field more than 2 WRs on a large majority of snaps. We can expect at least 2 TEs on the field most of the time. It's a strength of this roster. And it helps to disguise and dictate to the D.

I remember when Shakir was drafted and all his measurables were very similar to Diggs.  I wonder with this coaching reset if we see Shakir move outside and Palmer and Coleman (our two tallest and slowest receivers) inside.  
 

Moore, Bell and Shakir all run around 4.4 40.  They are all also 6ft or smaller.

The first pass thrown in Highmark this preseason was a 21 yard Josh to Shakir strike down the right side for 21 yards.

 

His second and only other reception of the preseason was a 19 yarder from Josh down the left side.

I think part of the answer to 5 WRs/usage is that the TEs and RBs will be legitimate receiving threats, creating significant mismatches.  If Coleman and Palmer in particular can be assets blocking on run plays we have a ton of flexibility.  And Shakir I'm sure is running downfield more, especially mid-depth.

 

I can't wait to see what they come up with.  I personally want to see some 13 formations.  Do you have big guys try to keep up w Kincaid, Cook and Moore, or DBs try to tackle w Hawes, Knox  and Josh Allen blocking..  😉

If Bills can show an honest play threat downfield nearly each down ? Take a D man or two with a WR or TE or heck , RB down and away.

 Could be great fun
