He wanted him to be decent enough that Josh didn’t have to be immediately thrown into the fire. It didn’t work out, but let’s not try to change the actual history here. It was never a competition, it was a hope that Peterman could be a placeholder, which turned out to be much more brief than hoped for. McD wanted to get to Josh at QB, but not before he was ready.
