If you are on the roster, you get the per game bonuses.

Where are you seeing players can only play 17 games? Is this a new rule? Guys have played more than a single team schedule in the past due to trade/waivers. 

 

In fact this happened in both 2018 with Damon Harrison and 2019 with Emanuel Sanders when they played 17 in a 16 game season by changing teams. 

 

To my knowledge there is no rule and Robert Quinn is also being written about as being the first to play 18 games.
