I think he means always going to be the plan coming out of last week rather than from April. They had made the decision they were going nowhere with Ryan and were going to try the young guy even if Ryan's shoulder is fine. They are saying Sam will play the rest of the year regardless.

 

Who came to that decision between owner, GM and HC is interesting to ponder.

Because Matt Ryan is doing his best Carson Wentz impersonation from last year for them.  He has been really bad. Also would not be surprised if this was coming from Irsay knowing he is dumping Ballard and Reich and wanting to see if he needs to draft a new QB as well.

The original intention was for Ryan to be their QB this year. During the Titans game, or straight after it, they decided that they wanted to bench him and try Ehlinger for the rest of the season, no matter what Ryan's injury status was.

He's thrown too many picks yes but he hasn't been really bad

 

Wentz wasnt the issue the year before and Rivers wasn't the year before that

 

It's easy to scapegoat the QB when the staff and FO don't want to own their share of the blame

Ballard is widely considered one of the 3 best GMs in the league, but he has had a brutal time figuring out the QB position - that said, can't feel bad for them after they lucked into Luck after enjoying Manning in his prime.  They had a long, uninterrupted run of fabulous QB play while we were suffering through what they're dealing with now, which is a slew of terrible decisions at the sport's most important position.

This is the smart move, to let Elinger play just like Reich is doing. See what you have in the young guy. They have been trying different retreads for the last 3 years and Rivers was the only one who came close to taking them anywhere. But, you know, Josh Allen happened to them.

Aside from the QB revolving door circus over the past several seasons, one thing that continues to plaque the Colts is their tendency for slow starts week after week.  They always seem to be playing from behind, which further challenges their QB and o-line, not to mention taking J. Taylor out of the equation.  Slow starts under Frank have been pretty common.
