Why isn't Bass the backup punter?

I always assumed that the K practices as a backup to the P (and vice versa).  Why didn't the Bills use Bass to punt?  And what made them think that Barkley would be any good at it?

Maybe Barkley participated in Punt, Pass and Kick like other NFL QBs such as Jim Kelly, Troy Aikman and Dan Marino?

It is a shame that NFL cancelled sponsorship of that program.

Even Andy Reid participated in it.

Punt, Pass, and Kick

If Friday featured Matt Barkley's final hours in Buffalo, Barkley was called upon to punt four times in Friday's contest. Despite no punts to his collegiate and professional name, he performed admirably with a 40-yard average on four attempts. The second boot of that tally was a 53-yarder that set Carolina up inside its own 10.

In his regular duties, Barkley made one last attempt at retaining his backup quarterback job from Case Keenum, going 9-of-13 for 100 yards.
