If you slow down the video to 0.25 in the youtube settings one of the fins players hands certainly look like it got up there at the same spot and time as the ball. It appears his foot placement was off as his follow through was to the left instead of straight. Regardless even without the tip Bass was going to miss that kick based on the follow through of his foot to the left and the initial trajectory of the ball coming off his foot. But that could have been related to the extra time on the hold to get it down...that is one of the most timing based plays in all of sports...any little deviation can cause bad results.
