He had a good chance to be the long-term primary backup for a winning organization starting next year. Puzzling as I'm not sure how this helps him except for very short-term financial gain. Daniel Jones is close to bust status, if not already there. Yeah, he could’ve stayed on with a chance to develop into the long term backup here, but there was no guarantee. After riding the unathletic Matt Barkley train for a few years, I think think the Bills prefer an athletic profile more similar to Josh’s traits holding the clipboard so they don’t have to change everything if they need to use him. A dome team (or at least a team with less challenging weather) might have been a better landing spot for him, but I’m sure he’s just happy to make an active roster. . So if indeed Trubisky goes somewhere else next season and Davis also decides to move to coaching, the Bills likely aren't going to keep the status quo with sub par backup QBing.
