New York State officials finalized a deal on Thursday to legalize recreational marijuana in the state, paving the way for a potential $4.2 billion industry that could create tens of thousands of jobs and become one of the largest markets in the country.

Following several failed attempts, lawmakers in Albany struck an agreement with Gov. Andrew M. Cuomo to legalize cannabis for adults 21 and older, a move that officials hope will help end years of racially disproportionate policing that saw Black and Hispanic people arrested on low-level marijuana charges far more frequently than white people.

The deal would allow delivery of the drug and permit club-like lounges or “consumption sites” where marijuana, but not alcohol, could be consumed, according to details obtained by The New York Times. It would also allow a person to cultivate up to six marijuana plants at home, indoors or outdoors, for personal use.

If approved, the first sales of legal marijuana are likely more than a year away: Officials must first face the daunting task of writing the complex rules that will control a highly regulated market, from the regulation of wholesalers and dispensaries, to the allocation of cultivating and retail licenses, to the creation of new taxes and a five-member control board that would oversee the industry.

The deal was crafted with an intense focus on making amends in communities impacted by the decades-long war on drugs. Millions of dollars in tax revenue from cannabis sales would be reinvested in minority communities each year, and a sizable portion of business licenses would be reserved for minority business owners.

Its almost as if states with much larger populations would have more people on welfare since you know they have more people.

 

that’s why he didn’t want to look at per capita and how the red states are a drain on the American taxpayer.

Depends.  If you’re looking at total cost, the absolute count matters right? 
 

Rate has its own merit too. 
 

legalizing and taxing dope is actually a great thing. I wish the government did more consumption tax stuff and targeted recreation and especially things some people may consider bad habits. Work is a good habit. Taxing that is BS. 
 

I’m surprised no one is calling the idea racist yet since pot possession laws were called that, but we will see.

what is more indicative of the drain per state, total dollars of welfare consumed by the state, or per capita? In my view the states with the most people on welfare cost the most money to support. 
 

its irrelevant what color state it’s respective flock of sheep make it. Texas and Florida are the second and third biggest drain.

The per capita matters because it shows the efficiency of policies to keep people off welfare.

 

Which state most likely has poor policies, a state where 25 percent of the state is on welfare or a state where 10 percent is on welfare?

 

If you look at overall spending without taking into account population size it tells you absolutely nothing.

I live in CA and all the tax revenue promised from the legalization of week was going to solve all our problems.   Good luck NY. 

 

Kind of how are lottery $$ was going to make our schools golden.  Hmmmm, how did that work out??

FYI: People mistakenly think the lottery money can be used for salaries and buildings.  It cannot. It does supply a source of funding, but only a small piece, and cannot be relied upon for long term debt or on-going expenses.  Think about it: teachers salaries can't have their paycheck rise and fall each week with the number of people buying lottery tickets.
