Stop playing teams tice in the same year. 16 games with no repeats in the same year means every two years you play the entire NFL and every 4 you can be in all the away stadiums. Add one "rivalry" game that is played every year and that rounds out the 31 teams played over two seasons. You can even rotate the rivalries. For instance for two years the Bears and Lions can play in back to back years and then in year two and three of the cycle the Bears and Packers could play in both years.
