Could be? Sounds like there was a fire first, which drew people (and their phones) closer to the site to gawk -- which is real bad news for what happened next. It both mushroomed upwards, retracted from the sides and then released horizontally before billowing plum smoke. My guess is that was chemical. Just a guess of course.
