Because that's the best they can plan for right now. Hope for the best and plan for the worst. The plan can always be adjusted in the future, and it's easier to readjust to allowing fans than it is to have to reverse a decision. This is basic leadership and planning 101. Fans aren't the only thing that produce a home field advantage. Travel is a big one. Being able to sleep in your own bed and be around family.
