Meh, he knows the offense and is a cheap emergency option. Don't really get the problem. Not sure why it's even a thing.

As the list of things to complain about keeps getting shorter there is a need for some creativity.

“Cant believe they signed that guy that was active for 16 games over the last two years to the practice squad... I’m so effing done with this team.  ?  ?

What about consistency? Who else would you bring in (right now) that could step in right away in an emergency situation that already knows the playbook?

Can we upgrade next year? Of course, but until then, why not?

The questions shouldn't be "can we do better?" the question should be "can we do better right now?"

The realistic answer outside of some crazy trade scenario is no. So, again, why is this even a thing?

Cheap. Knows the playbook. No brainer.

EDIT: (after reading your edit) oops. sorry, misread your post. point still works, just not for you. i agree with your post.

There has to be better options than a player in his 2nd year who still doesn't understand(or isn't capable of) ball security.

It's the practice squad. What are you expecting?

A player going forward who can be promoted to the 53 man roster, and actually hang onto the ball if pressed into service. ;)

The practice squad is for developing talent. They are players, by definition, who aren't good enough to be on a 53 man roster. Best to fill it with guys who have a lot of talent but a fatal flaw you can work on instead of guys who are mediocre talent wise without a glaring flaw. If Ray Ray learns to protect the ball you have a super athletic receiver on your hands.

He fumbled like 6 times for the Panthers on punt returns..

he must be speedy tho.. if only he had hands.

well - all of the PS players have some sort of issue/weakness so you have to build your PS with the best available out there
