For it to be illegal, he' got to be running forward when he jumps over the line. If he just jumps over from a standstill, it's not a penalty. The sentence you highlight isn’t the key phrase here. I can’t find it on youtube or google, I found where coach is pointing to the replay screen but not the actual clip. i think he was moving forward but I could be wrong.
