They'll probably try to keep it under $1 billion, which is the "code" Pegs was talking about when he said "Buffalo-style."

Also why cant they build a similar stadium to the colts and also build a bigger parking lot? Its not like theyre gonna build the surrounding area the exact same as Indianapolis.

Roads in downtown are middling to horrible so access is already going to be a problem . Even if you have a dome if it can't be reached because roads are clogged with snow or very bad traffic the NFL won't award a Superbowl. Bad for the reputation of the league /game.

Check the super bowl requirements. One of them is snow removal in area around game is done first unless theres a threat to the public. 

 

If they build the stadium downtown theyre not going to have some pot holed side street leading up to it. They will have to do improvements. 

 

Average snowfall for February is about a half of an inch. Yes there can be a storm out of no where but that can happen in a lot of places too

He had the chance to do just that about 6 years ago, and opted to do a cheap spruce-up instead. In the end, the answer will always be money. A full reno of NEF will probably be very expensive, maybe even close to the cost of a new building.
