The problem here is that the NCAA will most likely revoke these players eligibility. So it comes down to a major decision, college or this league that is brand new. More than likely the  blue chips will continue to go to college and those that aren't picked up by colleges will try their luck in this league.

I would want to play for Nick Saban over anybody in the PPFL.

It would be a "minor league" of course, and a dead end for the vast majority of players who sign up.  The main downside is that it might draw a small number of players who are capable of going to college, and would really benefit from that experience.  You play for 12 year (optimistically) and then you've got nothing but a high school diploma to try and make enough to live on for the next 35 years, while also dealing with any long term effects of injuris incured while playing.

Sounds very much like a farm system of sorts. It could work depending on the success of players in the league. If they can point to kids who played there and honed their skills before moving onto the NFL you may get players who choose to earn money now and still have an opportunity to play in the top professional league. If the NCAA and the NFL block this from happening then it's dead.
