They didn't do so. Possibly he'd already made an arrangement with NE (call Mueller and see if he can find evidence of collusion here), or possibly he was pissed and didn't want to return, or just maybe the Bills concluded he wasn't as good as the younger talent they have and wasn't going to be getting any better.
