Namely, the goal was NOT to use small, hand picked teams but to use larger teams with more voices and ideas. Brennan and Clapper ripped up those rules when they rushed the ICA out the door. So it's not only that it wasn't all 17 intel agencies, it wasn't even the full agreement of the three agencies who compiled the report.
